The Bodyguard was doing his job. Yeah, the fan was happy to see her, but running at her as he did, regardless, the bodyguard sees a foreseeable threat. The bodyguard ultimately has to things to do, either let the fan run up & hope he’s a fan or let what seems to be a fan run up & possibly harm Gaga. Bodyguard = Justified.
