Best-selling author, actress and foster care spokesperson Victoria Rowell celebrated National Foster Care this past weekend in Atlanta. The Saks Fifth Fashion Show & Luncheon Proceeds benefited the Rowell Foster Children’s Positive Plan (RFCPP).
