Is that slope [tex]\frac 3 4[/tex]?   If so, the line with slope [tex]\frac 3 4[/tex] through [tex](3,7)[/tex] is 

[tex]y - 7 = \frac 3 4(x- 3)[/tex]

[tex]4y -28 = 3x - 9[/tex]

[tex] 3x - 4y=-19[/tex]

Check:  The slope is correct by inspection; at [tex](3,7)[/tex] we get

[tex]3(3) - 4(7)=9-28=-19 \quad \checkmark[/tex]
