It's a tricky question at least for me, because both national government and state governments do share (some) powers but not all because a state is its own state with it's laws and regulations. Though, the majority of what the national government and the state government shares together are important but also basic. So, I'd say yes.
False because both the national and state governments have power and they can make laws. But the national government can out law the law made by the state government. You can go research about checks and balances.
