The political and security situation in Northern Ireland has always been difficult since the formation of Northern Ireland in 1921. The majority of the population were unionists or loyalists. It means that they want to remain part of England, but there were always significant nationalist or republican minorities who support a united Ireland and consider themselves to be Irish rather than Great Britain.  

Paramilitary organizations on both sides continued to carry out terrorist campaigns especially during the Troubles - a conflict of three decades from the late 1960s onwards which resulted in more than 3,000 deaths -.

April 1998, Good Friday Agreement signed. This agreement paved the way for Northern Ireland's executives to be delegated based on the division of powers between the union and nationalist political parties. After that, the threat of terrorism in Northern Ireland has transformed drastically in current years. Provisional Irish Republican Army (PIRA) and main loyalist groups have stopped their terrorist campaign and been involved through the political process.

Unfortunately, some dissident republic groups rejected the political process made in the Good Friday Agreement. They continued to carry out terrorist attacks. They were trying to destabilize Northern Ireland through violence, targeting members of the Police Service of Northern Ireland (PSNI) and other security personnel and trying to cause economic disruption and damage.
