The government thought if they had farmers grow more of certain foods and kill off livestock then they would make more money. The farmers were literally paid to not plant on their land. This was to reduce the market from being saturated with the same foods, but this was not the answer in the long run.

There were millions of people starving and going hungry during this time. The farmers were killing animals that could of been used to feed the people but they discarded the animals instead.
