Example: [tex]x^2[/tex] The "x" is where the base is, the "2" is the power/exponent of the base
The 3rd quotient: [tex]\frac{(-4)^8}{(-3)^4}[/tex] does not belong with the other three because it has two different bases of -4 and -3. [You can't combine powers/exponents if they have different bases.]
The other quotients have the same bases:
[tex]\frac{(-10)^7}{(-10)^2}[/tex] same base of -10
[tex]\frac{6^3}{6^2}[/tex] same base of 6
[tex]\frac{5^6}{5^3}[/tex] same base of 5
