The percentage of energy transferred from the sun to the level indicated ( Plants ) is ;   ( B )  100 percent

The amount of energy transferred from one trophic level to another in the food pyramid is 10% of the Total energy in the the previous trophic level. this is because the organisms in every trophic level uses and retains some of its energy.

The plants are the primary producers and do not get their energy from the trophic levels but directly from the sunlight. therefore the amount of energy transferred from the sun to the plants at the bottom of the food pyramid is 100%

Hence we can conclude that The percentage of energy transferred from the sun to the level indicated ( Plants ) is  100 percent .
