I think that the best answer is c.  If there is an organized government there is a more likely chance that less resources will be used in the building and/or creating of items.  I hope this helps you!!!

The correct answers are A) shared information increased resource used and C) organized government resource use.

Cooperation within early civilizations most likely impacted the use of resources in that "shared information increased resource used and organized government resource use."

Some resources were limited during the establishment of the first civilizations. Some have more of one thing, and other civilizations had different resources that could be shared to get the ones they needed. Cooperation was a good way to grow and prosper until wars and invasions changed the way things were. For instance, that was the way it went with the first civilizations that settled in the Middle East region. The Sumerians established in the middle of the Tigris and Euphrates Rivers and developed powerful city-states such as Lagash, Kish, Ur, and Uruk.
