Answer: Based on my own opinion I'd say that they should provide a brief historical background for the sector of paintings, artifacts, media (etc.) They should also put these pieces, if controversial, in positions that do not glorify them. By this I mean that, while a park is not a museum, it should not have statues glorifying past figures, unless they provide background information on what they did and who they were.
