Answer:

They grew up in a poor neighborhood and when Chuck got arrested he couldn’t pay the bail. I agree because no one was there to help them when they were poor and no one was there for them when they needed it. They didn’t have enough money to buy anything good for them because of the neighborhood they grew up in.
