this is more of a puzzle question than a mathematical question

the answer is 8624

in the thousand place, set 8 there since it had to be larger than 7000

next is we set hundred place. to get this, the 8 in the 100's needs the 2 in the tenths to add up 10 as requested in the question.

the other two left (4 and 6) have to be in an order to make them divisible by 4
