Voters will more likely turn out to vote if they are well-informed about the candidates and the issues on the ballot.
Having knowledge over what's at stake, people tend to want to make a difference by voting, and expressing their ideals and beliefs through their vote.
If people aren't well informed, and they don't understand what's at risk, they won't fell like their vote is necessary. Also, most people aren't into politics, so unless they really understand what it's all about, and how important it is, voting turnout won't decrease.
