The thing that the Social Security Act and the Work Progress Administration had in common regarding employment for young people was that "They increased the job opportunities for younger workers" since FDR wanted more people working.

Work progress administration was a federal agency created by Roosevelt in order to higher citizens in doing various government's project (such as construction of road or public buildings). At that time, they managed to provide job opportunities for more than 8 million people.
