It might be said that the narrator´s description of feelings and concerns about the man and the dog is displayed in the third person omniscient (option A). The narration is taken from the point of view of an external person, so the protagonist is addressed as "the man" (3rd person point of view) and it might be omniscient because the narrator seems to have the knowledge about everything that happens, to be aware and to understand both characters.
