State governments hold all power not delegated to the United States government in the U.S. Constitution. They control many taxes that people pay, such as sales tax, state income tax, and other payroll taxes. They set the minimum wage and determine funding ratios for state schools. Each state also creates its own criminal codes and other laws that dictate citizen behaviors.
