The First Continental Congress met in 1774 and sent a list of grievances to the government of George III back in England. The Congress planned to meet again beginning in May, 1775, if the royal government did not respond sufficiently to their demands. By that time, the fighting of the American Revolution had already started with the Battles of Lexington and Concord. So when the Second Continental Congress convened, much of its attention went to managing the war effort that had begun.
